Critical Communications, Controls & Instruments, LLC (C3I) is a small business headquartered in Exeter, New Hampshire, dedicated to delivering innovative engineering and manufacturing solutions to the U.S. Navy, Coast Guard, and maritime industry. Established in 2000 by CTO Charles J. Wagner, the company built its foundation on the successful design, development, and integration of the Advanced Communication and Control System (ACCS®) aboard Zumwalt-class destroyers. Building on this success, C3I expanded through multiple Small Business Innovation Research (SBIR) awards, advancing technologies that became Programs of Record such as the Aviation Lighting System – Control Panel Set (ALS-CPS). In December 2021, C3I was acquired by TRIAD Capital Management, LLC, strengthening our resources and positioning us for growth while maintaining our identity as a nimble and specialized small business.

Today, C3I operates an ISO 9001:2015 certified quality management system and provides full lifecycle support spanning mechanical, electrical, software, and systems engineering; in-house manufacturing; and deployable field service teams. Our work includes the production and sustainment of mission-critical systems such as ALS-CPS, DILARTS, and NVIS monitors, as well as aviation facilities and OP-4 design services for shipyards and the fleet. With a proven record of integrating hardware, software, and cybersecurity into fleet-ready solutions, C3I remains committed to enhancing shipboard operations and ensuring mission readiness for those who serve at sea.
